Biafra National Guard (BNG) says the Operation Python Dance II, to be carried out by the Nigerian Army in the South-east was targeted at Nnamdi Kanu and other agitators.

A statement Wednesday morning by self-styled ‘Major Nkuma’, said BNG knew that the operation “is a show of force and genocide intention which has already started”.

It, however, said the Army should be prepared for BNG warning that its the leadership of General Innocent Orji was ready for war.

The statement reads “We fear not; we dine, sleep and live hostility and will defend our lives. BNG continues to make it loud and clear that Biafra needs activation of self defense as enshrined in UN 2007 charter to restore Biafra and that is what BNG represents.

“Our commander; General Innocent Orji does not subscribe to defenseless agitation which is suicidal in Nigeria, but to continue on the path of non-violence, Nigeria must withdraw lethal force which might be impossible because we are considered slaves that deserve death. Our commander knows the terrain of self defense as enshrined in 2007 UN Charter on the rights of indigenous people.

“As we continue to make it clear; self defense is due because our people have continued to face death, threatened with suicide, promised to be crushed by Buhari and the leader of Indigenous People of Biafra whom BNG is saddled with responsibility of defending has come under severe threat as well.

“The people of Biafra and her leadership fully support the decision of Biafra National Guard because we are not violent agitators but out to stop the unlawful killing of our people. Biafra National Guard is not a violent group rather Nigerian military is violent to our people; killing and maiming us and BNG is an outfit designed to curb the wanton killing of Biafrans. We have never been violent in any shape or form; but would resist unlawful killing of our people.

“Operation Python Dance I- was formerly launched in Oct 27 through Nov 27 2017 which purportedly targeted kidnappers but the recent launch according to Major General David Ahmadu targets violent agitators and the question is, what violence is there in Southeast? The Nigerian military must understand that Biafra National Guard values life and respect human rights.

“Unlike Nigerian military that find strength against unarmed and peaceful civilians; we the Biafra National Guard find strength against unlawful hostile, undisciplined, happy-trigger soldiers that violate human rights, crush peaceful and law-abiding citizens. Raping our women makes the python dance but very soon Biafra National Guard shall make the python shade tears by denying the python the evil deeds that makes it dance.

“Northern Nigeria under the leadership of Arewa consultative forum obviously declared genocide against us; made genocide song, threatened us with quit notice and no single operation was launched in Northern Nigeria to defend our people. Nobody demanded account or investigated the act; nobody launched road blocks, nobody raided and not a single army was seen loitering in the North.

“Everything was okay because people that deserved death were to get it; even if Python Dance X (10) will be declared because Biafra National Guard vowed self defense, let them go on. If Nigerian military is fit; they should crush Boko Haram and not civilian populace. This python dance should be well informed that the days BNG was away are over.

“Fulani herdsmen have been killing our people and raping our women; attacking us in our worship centers and destroying our farms and nobody including the Nigerian military launched any operation to checkmate this terrorist organization sponsored by Buhari and Britain but just the moment Biafra National Guard declared that they won’t fold arms while their people are murdered on daily basis, Buhari and Britain launched operation Python Dance II. We refuse to continue to be species of terror; we shall defend ourselves, our women, our farm and our worship places against unconstitutional acts.

“Britain is responsible for the launching of Operation Python Dance II; they want to keep depopulating us and keep us under slavery to have unlimited access to our natural resources. Britain must be held responsible in advent of full blown war because we shall defend ourselves.

“If terrorists are caught and locked underground but immediately released by the Nigerian security of Hausa/Fulani and given amnesty by Nigerian government then continued detention of Chidiebere Onwudiwe, Maduka Mmadu, Bright Chimezie, Mrs Onyekachi Orji, Miss Okwudili Bassey, Sebastian Amadi, Uchenna Nicholas respectively in Abuja, Onitsha and Awka prisons is an act of hatred. They must be released because they have committed no crime.”

The Nigeria Army has just announced that the reason for the heightened state of military deployment in the Igbo speaking South East of Nigeria is to enable her men and officers to stage what they code named as operation Python Dance part two or in Igbo the exercise is called Egwu Eke 11.

The Army in summary stated that the reasons for this latest military show of force is to combat the rising incidence of crimes and criminality such as kidnappings and also to check the excesses of the unarmed and totally peaceful members of the Indigenous peoples of Biafra (IPOB) campaigning for self determination of the South East of Nigeria.

Tried as they can, the Army ended up exposing the underbelly of this unconstitutional show of force against the people of South East of Nigeria as if they are to be collectively cowed, intimidated, harassed and their tranquil environments violated for observing the seat at home order made by the Nnamdi Kanu led Indigenous peoples of Biafra on May 30th this year to mark the 50 years of the breakout of the 30 months fratricidal war in which over 3 million people of mostly Igbo speaking perished.

Recall also that a group of old men who called themselves members of the Arewa youth coalition had since last two Months issued a quit notice on Igbos in the nineteen Northern States by October 1st just for observing the IPOB’s spearheaded total seat at home order.

These so-called Northern Youth also alluded to the fact that they endorsed the division and balkanization of the Nigerian nation state but the Army and police failed to arrest them as if they are sacred cows who are above the law. This failure to equitably enforce the law is a violation of the Constitutional provision in section one which makes the provisions of the supreme body of law binding on all persons and authorities. In a constitutional democracy what keeps the society going is the assurance that everyone of the citizens must be made subject to the supremacy of the Constitution because if certain persons can openly canvass genocide and issue threats to apply force either psychologically or physically to expel members of a significant section of the Nigerian nation and the law enforcement agencies are manipulated to overlook these mischievous attempts to instigate Ethnic Cleansing, it therefore means that the sanctity of the Nigerian Constitution is undermined.

Spectacularly, the ministers of Interior and Justice in Muhammadu Buhari’s administration sought to explain away the reason for not applying the same law enforcement method the government of Buhari used in the case of IPOB in which the leader of that group Mr. Nnamdi Kanu was arrested and clamped into detention for two years for series of charges relating to the so-called treasonable felony.

This double standards have made a lot of Nigerians to question the validity of the claim that all citizens are equal before the law. The danger is that the more this government keeps picking and choosing when to abuse the power of deployment of armed forces to contain possible threats to law and order whether real or imagined, the confidence and trust the people ought to repose on the integrity of the Nigerian Constitution would be progressively imperiled.

Recall that IPOB is unarmed and their methods of advocacy are peaceful, constructive and civil.

But they have suffered series of attacks from soldiers resulting in the killing through extra legal means of almost 600 of their members as documented by Amnesty International.

It would seem that this government made up mostly of persons of Hausa/Fulani origin at the heads of the command and control structures of the armed security forces have decided to look the other way whilst the Arewa youth coalition members issued the so-called anti-Igbo quit notice and even when a hate song calling for genocide against Igbos in the North circulated these heads of the security forces under the Buhari’s government failed to fish out the perpetrators or even the members of the Arewa youth coalition that provided the morale and motivation for this dastardly criminal hate song targeted at instigating genocide against Igbos in the North. But suddenly, out of the blues the government has found or rather manufactured some infantile and spurious reasons for deploying great numbers of military operatives and weapons.

Already these soldiers have reportedly killed two commercial tricyclists in Umuahia for failing to pay some bribes to soldiers who mounted checkpoint at a place called ISI GATE in the Abia State capital. Sadly, the South East of Nigeria is cursed with some of the most predatory characters masquerading as state governors because even when soldiers killed many unarmed members of the Indigenous peoples of Biafra in their domains they failed to raise their voices in condemnation of these crimes against humanity.

Even as i write the cowardly characters are stridently denying a report that they castigated the Muhammadu Buhari’s administration for the 2016 murders through extralegal executions of unarmed members of the Indigenous peoples of Biafra by armed security forces for which the international community has been informed of the atrocities through a qualitatively documented reports by the United Kingdom founded Amnesty International.

Already, millions of South Easterners have lost faith in the governors and are deeply suspicious of the military which they errorneously brand as Hausa/Fulani soldiers.

So this second stage of python dance by the Army has further heightened the mutual suspicions and disharmony between the military and critical members of the civil populace in the South East of Nigeria who view majority of the soldiers deployed to the South East of Nigeria as persons sent to occupy a conquered territory.

These critics have made copious references to the numerous breaches of peace by armed Fulani herdsmen that attacked several communities in the South East of Nigeria but for which this same Nigeria Army did practically nothing.

So the current deployment of soldiers all around the South East of Nigeria including military hardwares is seen as another attempt to provoke the peaceful Igbo people so the enemies of Igbo people can find some reasons to unleash anarchy and violence of unprecedented scope in the South East of Nigeria.

The explanations for this latest provocative deployment of the Army do not hold water since their objectives are such that even village vigilante groups can sufficiently tackle talk less of the Nigerian police force that are present in the South East of Nigeria. If i may ask, has the Police in the Imo state command not apprehended the alleged killers of the Catholic Priest in Orlu? So why use this as a cover for this dubious military misadventure? Why is the military not deployed to Kano in North West whereby only two days ago some boko haram terrorists were arrested and weapons concealed by them found? Why this brazen show of double standards and discrimination?

Recall that the Kano born Interior minister who was Chief of Army Staff under the late Umaru Musa Yaradua’s government Lieutenant General Abdulrahman Danbazau as he then was, was recently quoted as stating that the federal government will not deploy soldiers to quell the incessant invasion and attacks of farming communities all across Nigeria by armed Fulani herdsmen because these attacks are purely law and order matter.

How come that the few cases of crimes of kidnappings and the peaceful assemblies of members of the Indigenous peoples of Biafra have now become threats to the territorial integrity of Nigeria to warrant the deployment of the Army in the ongoing Python Dance part two?

This is pure discrimination and this offends the Constitution which outlaws discrimination on the bases of Ethnicity or religion as enshrined in chapter four of the Nigerian Constitution of 1999 (as amended).

Is it not under this dispensation that armed Fulani herdsmen attacked Agatu and destroyed farmlands, killing hundreds of civilians but this government never deployed soldiers to apprehend these terrorists and a serving minister applied some unsustainable amd untenable differential yardstick to justify the contemptuous disrespect of the constitutional mandate of providing security to lives and property of the citizens.

These reasons adduced for the latest dance by the Python in the guise of military operations in the South East of Nigeria are unconstitutional, dubious, baseless and jaundiced.

A reflection on the media briefing addressed by the Chief of Army operations in the person of Major General A.A Ahmadu shows how nebulous and laughable the objectives are. These same objectives can be achieved by even the boys scout. So why this unnecessary show of force? Can it be attributed to the media statement whereby the current President classified the South East of Nigeria as constituting the 5% that voted for him whereas the North gave him 95%? Even these affirmations if true makes the deployment of the Military this time around even more ridiculous and illegal.

This deployment is not in compliance with both section 217 and 218 of the Constitution which unambiguously provided that the National Assembly must approve the modality for the Presidential deployment of the Military.

Moreover, there is no such breakdown of law and order that could warrant military deployment in aid of civil authority in the entirety of South East of Nigeria.

The military chief said the commencement of Exercise EGWU EKE II, (PYTHON DANCE II) to be conducted in 82 Division Area of Responsibility, covering Abia, Anambra, Ebonyi, Enugu and Imo states, is scheduled to take place from Friday 15 September to Saturday 14 October 2017.

His words: “As you are all aware, a similar Exercise nicknamed EGWU EKE I, (PYTHON DANCE I) was conducted from 27 Nov – 27 Dec 16 within the 5 South Eastern States of Abia, Anambra, Ebonyi, Enugu and Imo. The objective was to effectively contain the reported cases of kidnapping and other vices prevalent in the South East region every Yuletide season”.

“The effect of the exercise yielded tremendous results as law abiding citizens in the area celebrated the Christmas festivities of 2016 in safer environment than what it used to be. Building on this achievement, Exercise EGWU EKE II has become more expedient due to the mindless assassinations (even in religious places), attacks on security personnel and theft of weapons, kidnappings, armed banditry and violent agitations by secessionist groups, amongst other crimes that have recently bedeviled the region.”

Certainly, even a two year old kindergarten will tell you that the above classifications of crime and criminality are not such that the armed military forces are to be deployed. Why then is there the Nigeria police force and other para-military forces?

But the military chief in this same media briefing seems to have stressed contradictory reasons for the exercise when he also stated that it would be a form of a training exercise. I ask, in which jurisdictions is the actual enforcement of the law taken as a training exercise?

Hear him: “The need for troops to be exercised, refreshed and imbibe the requisite skills to cope with these emerging security challenges within the 82 Division Area of Responsibility in aid of civil authority necessitates this exercise.”

The Army said the exercise is in furtherance to the actualization of the Chief Of Army Staff’ vision, of having a Professionally Responsive Nigeria Army in the Discharge of its Constitutional Roles that exercise EGWU EKE II becomes highly desirable in conjunction with Sister Services and other security agencies to ensure success.

“During the Exercise, emphasis will be placed on raids, cordon and search operations, anti-kidnapping drills, road blocks, check points, patrols, humanitarian relief activities such as medical outreach and show of force to curb the rising threat to national security in the South Eastern part of the country.”

“It is pertinent to mention that the security, safety and well-being of innocent and law abiding citizens of the states mentioned above have been adequately factored into the planning of the exercise. Thus, the rights of individuals as enshrined in the constitution would be respected and safeguarded.”

“Additionally, EXERCISE EGWU EKE II is also conceptualised to transit into real time operations thereby fulfilling both training and operational objectives of sharpening operational skills of personnel as well as providing an avenue to conduct operations against violent criminals and agitators when called upon”, the Army argued.

A rational look at the above would show that there is a plot to embark on broad based invasions of the privacy of the citizens of Nigeria from South East hiding under this military exercise named after a very dangerous specie of snakes. Is the Army not aware that even the same Constitution which created the military institutions has also guaranteed to the citizens the inalienable rights to freedoms of movement and peaceful assemblies? Why is the Army rating peaceful agitation for self determination recognised under international laws which Nigeria signed on to as a big crime?

If peaceful agitation for self determination by the citizens is a crime it therefore means that Nigeria committed a crime since it is a signatory to these international laws such as the Universal Declarations of HUMAN RIGHTS, the International Covenant on civil and political Rights and the African Charter on Human and Peoples Rights because these global laws recognised right to seek self determination.

If i may ask for the umpteenth time, why has the Army not thought it wise to go after armed Fulani herdsmen attacking communities daily but are about embarking on this unconstitutional assignment to harass and intimidate citizens living in the South East of Nigeria?

Why has Buhari not respected the constitutional provision on federal character Principle by appointing an Igbo speaking military officer as one of the service chiefs because Igbo constitute one of the Tripod that make up the majorities of the nation?

The Constitution says the Army is created for the protections of the territorial integrity of Nigeria.

The truth is that IPOB members aren’t threats to the territorial integrity of Nigeria.

Those who threaten the National territorial integrity of Nigeria are boko haram terrorists that still control some local government areas of Borno and Yobe State. Boko Haram terrorists have killed over 30,000 innocent Nigerians but IPOB is absolutely non-violent even when armed soldiers have killed over 600 of their members.

Why can’t this government concentrate the focus of the military towards liberating these territories under boko haram terrorists instead of embarking on this gambit called Python Dance part two?

Why is President Muhammadu Buhari militarizing South East of Nigeria as if it is a conquered territory? The earlier President Muhammadu Buhari sees all parts of Nigeria as his constituency the better. President Muhammadu Buhari should remember that political power is ephemeral and transient and as the Musicians of old sang, NO CONDITION IS PERMANENT. Let the people of good conscience speak out against this undue military harassment of Igbo by Muhammadu Buhari.

As the controversy over the whereabouts of the leader of the Indigenous People of Biafra (IPOB) heightens, some Igbo youths, under the aegis of Igbo Youths Initiative (IYI), has warned that the death of Nnamdi Kanu would ignite another civil war in the country.

Speaking while reacting to the invasion of the Afaraukwu, Ibeku Umuahia country home of the IPOB leader and the claim by his lawyer that he did not know whether Kanu was still alive or not, president of the association, Prince Alexander Ezeobi, warned the Nigerian Army to stop forthwith, the show of force which they are carrying out in the south east part of the country.

According to him, “It is very unfortunate that the Army has left the north east where they are currently losing ground to the terrorist group, Boko haram to the peaceful south east to intimidate hapless citizens.”

He said that the soldiers should not forget that it was the assassination of Archduke Franz Ferdinard at Saragevo in 1914 that caused the First World War, adding that Mazi Nnamdi Kanu has become another Archduke Ferdinard for the oppressed in Nigeria.

“I want to say that what they (Army) are doing in the south east is operation show of shame. If they have strength what happened to the ultimatum given for the kill or capture of Abubakar Shekau?

The Nigerian army is currently losing ground to Boko Haram in the north east or is this so-called show of strength in the south east a technical withdrawal from the battle ground in the north east, where their services are needed the most.

“They should know that Nnamdi Kanu has become the voice of the voiceless Nigerians. He represents the suffering masses and we are solidly behind his quest for a restructured Nigeria.

“However, if those who don’t want Nigeria to become better kill him, we the youths would not fold our hands .Whenever an Igbo youth remove his shirt, things would happen. So, we want to appeal to the military to stop this provocation in the interest of peace .”

Ezeobi said the justice, equity and fairness to all which Nnamdi Kanu was fighting for was what would strengthen the unity of the country.

According to him, the only way for the country to remain united and move forward is for them to leave Nnamdi Kanu alone and begin to work towards returning the country to the regions as every right thinking Nigerian is clamouring for.

On August 25, 2017, the Nigerian government asked the court to order the rearrest and detention of the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu.

In a statement released by the office of the Attorney General of the Federation and the minister of justice, Abubakar Malami, the government demanded that Kanu be arrested again for flouting his bail condition.

However, the Pan-Yoruba sociology-cultural group, Afenifere, has issued a warning to the federal government not to rearrest Nnamdi Kanu as doing so will heat up the polity of the country.

Many are afraid of what will happen if the IPOB leader is actually rearrested. Looking at history and recent happenings, here are a list of things likely to happen if he is re-arrested again:

1. Killing of IPOB supporters

Violent clashes between members of IPOB and the Nigerian security agencies are as old as the renewed agitation for Biafra. These clashes have sometimes resulted in deaths.

If the FG makes the move to re-arrest Nnamdi Kanu, violence looks like a likely result, with bloodshed looking increasingly possible.

2. Anambra elections boycott

Nnamdi Kanu has been calling for a boycott of the forthcoming Anambra gubernatorial elections and it looks like his followers are set to obey him. If he is re-arrested it seems the most likely that the boycott of the election will be a success.

3. Ohanaeze Ndigbo

The apex socio-political organisation of the Igbos, Ohanaeze Ndigbo will also take a stand against the federal government.

They have warned that re-arresting and commencing a fresh legal action against Kanu will exacerbate the ethnic tension already mounting in various parts of the country.

The group also berated the federal Attorney General and Minister of Justice, Abubakar Malami, for applying to the court for the revocation of bail conditions Nnamdi Kanu.

4. International outrage

The renewed agitation for Biafra has drawn international interest and a subsequent re-arrest of Nnamdi Kau will definitely lead to outrage beyond the shores of Nigeria against the federal government.

President Muhammadu Buhari has congratulated the Super Eagles on their victory over the Chipolopolo of Zambia at the Godswill Akpabio International Stadium, Uyo, Akwa Ibom State.

A statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina reads, “As he joined millions of football-loving Nigerians in rejoicing with the players and their coaching crew, President Buhari called on all Nigerians to apply the values of perseverance, resilience, discipline, hard work and team-spirit which propelled the footballers to excel since the beginning of the qualifying matches, to all sectors of national life.

“The President promised that the Federal Government will continue to support the team within available resources so that the nation will maximise the unifying potentials of sports in general and football in particular.

“He enjoined the entire team and Nigerian Football Federation officials to remain steadfast and focused when they begin preparations for the global football fiesta in order to make Nigeria proud.

The emergency meeting which is taking place today, Wednesday, October 11 started at 8.30pm.

The meeting was presided over by Governor Abdulaziz Yari of Zamfara who is the chairman of the forum. The reason for the emergency meeting has not been revealed yet.

It will be recalled that President Muhammadu Buhari met with all 36 state governors at the state house as part of his move to unite the country. The president’s meeting with the governors took place on Friday, August 25.

This was confirmed via an official tweet from the presidency. Governor Yari led the governors to the meeting with the president. Are Nigerians truly tired of President Buhari.

Kaduna – Former Vice President, Abubakar Atiku, Governor Aminu Tambuwal of Sokoto State and former Vice Chancellor of Ahmadu Bello University, Prof. Ango Abdullahi, said Wednesday that the north had nothing to fear about restructuring of the country.

However, while Atiku Abubakar and President Muhammadu Buhari

Tambuwal spoke about how the present structure of the country could be tinkered with, Prof Abdullahi wanted regionalism or outright break up of the country.

The trio spoke at a two day conference on “The North and the Future of Nigerian Federation”, organized by the Arewa Research and Development Project, in collaboration with Sir Ahmadu Bello Foundation; the Northern Elders Forum; Arewa Consultative Forum; Code Group; Northern Delegates Forum; Arewa Reawakening; Jamiyar Matan Arewa and Forum for Northern Youths Organisations.

While Atiku said the north was not afraid of restructuring because it stood to gain more if more power was devolved to the federating units, Governor Tambuwal, who is also the chairman of Northern Governors and Traditional Rulers Committee on Restructuring, said to show that the north had nothing to fear about restructuring, northern governors and traditional rulers forum had set up a committee to aggregate the views of the north on the issue.

Prof Ango Abdullahi on his part, said restructuring should mean a return to the regions as they existed in 1960.

He also suggested that the country should be broken up to the units that they were, prior to the amalgamation of the northern and southern protectorates in 1914, stressing that in as much as the region was not afraid of restructuring, it would not be blackmailed into it.

Atiku, who was represented by Dr Auwal Anwar, said his idea of restructuring was the devolution of more powers to the federating units; creation of state police and other such things. “The north stand to gain more if there is devolution of power.

There there local police, there would not have been Boko Haram for instance because they would have had the intelligence to stop them. ”The new North has nothing to fear (about restructuring) because we have the land, the people and resources.

His Tory will not wait for us. The north should direct the process and the outcome,” he said. On his part, Governor Tambuwal, who was chairman of the conference, said: “The idea that the north is against restructuring because it benefits most from the current state of things is circumscribed and patently false. ”The fact that some people continue to parrot such lies only help to give credence to the flawed argument.

Let us be clear: the north wants restructuring as much as any one.” The governor said what the north craved was a mutual agreement on the definition of restructuring, adding that any decision taken on the issue of restructuring “must be inclusive and respect procedures and processes so that the outcome is sustainable.

“In my view, if restructuring means taking stock of our arrangement to ensure that no state takes a disproportionate amount of resources, or most of the available space in the education of job sector, or subjugate the others’ culture or religion, or lords it over the other so that the number of the poor and uneducated whose future is circumscribed by their circumstance is shared proportionately, then we are in the game.

” He said what the north was asking for was a “country where there is peace and progress, where justice is guaranteed, where all lives are safe and people can pursue their legitimate livelihoods wherever they choose.

”I believe each state in this country has areas of comparative advantage and and life is a cycle so that what was once the largest revenue earner can in time become less while something else takes ascendency”. But in his remarks, former Vice chancellor of Ahmadu Bello University, Zaria, Professor Ango Abdullahi said the call for restructuring in the country indicates “the failure of the operators and not the structure.” He said those calling for the implementation of the reports of the 2006 and 2014 conferences by Presidents Olusegun Obasanjo and Goodluck Jonathan respectively were ill-informed because the two conferences were tailored to achieve a predetermined result by the conveners.

According to him, while the Obasanjo conference was to ensure that he got a third term, President Jonathan convened the 2014 conference to legitimize his ambition to strangulate other regions. Abdullahi, who noted that the best option for the country was to return to 1914 or 1960, said: “Let us go our separate ways. If on the other hand we give credit to the British and our founding fathers (and they deserve credit), and we cannot contain restructuring based on what existed in 1914, we should go back to 1960 when the country operated regions.

The north is not afraid of getting our north back.” Professor Abdullahi said the call for restructuring of the country gained more currency when a northerner was in power, adding that it was a “political blackmail against northern Nigeria and we will not tolerate it anymore.” He enjoined political leaders in the region not to “rush into committing the north to any agreement or allow anybody to stampede us into agreeing with something that will hurt the north.” In his remarks, the governor of Kaduna State, Mallam Nasir Rl Rufai, said it was the responsibility of the north to carry a ‘national plaque in the quest for restructuring” as it is the elder brother in the Nigerian federation and should handle the issue of restructuring in an amicable and harmonious manner.

Governor El Rufai, who was represented by his deputy, Bala Bantex, said the north should be concerned with addressing the dual challenge of poverty and deficiency in education in the region. In a remark, the chairman of Christian Association of Nigeria, CAN, in the 19 northern states, said what ever form the restructuring of the country took, it must “respect all forms of worship.

No one should be treated as inferior. We should respect our faiths” Convener of the conference, Dr Usman Bugaje, said the resurgence of the call for restructuring represented failure of leadership at all levels of government. “The raging debate about the future of our federation is only a fraction of the problem.

We must see it as the first and necessary step that will help us prepare for our future. It is therefore important that we bring a lot of objectivity and maturity. ”Mere display of emotions is not going to be useful here. We need to think through whatever proposal we make. We should realize that we can’t force any view on anybody in this day and age.

We must seek to persuade and not dictate,” he said. He noted that one of the objectives of the conference was to “bring clarity,accuracy and precision to the debate on the future of the Nigerian federation. ”This is necessary because the the moment, there is a lot of confusion about what a federation is supposed to be.

People who talk about true federalism clearly need to revise their notes and realize that true federalism is not only misleading but also untenable since every federation is unique and there are no two federations that are the same. ”Similarly, the concept of of fiscal federalism has been grossly misunderstood and many are reading their parochial wishes and confusing the debate.”
